Why are these items banned?

Some of these make sense, like airbags, explosives, and gasoline, because those are all volatile items that could cause quite a bit of damage. Ammunition seems to be in that realm. Marijuana isn't federally regulated, so you shouldn't be able to mail any product.

The one interesting one is liquid mercury. First, who has liquid mercury around them, and why would you want to mail that to anyone? It's highly toxic and could affect the people mailing your package. That item is just idiotic to mail.

This is just a small glimpse at banned license plates in the state of Montana. There are well over 4000 that could be added to this list.

Now why some of these are banned is beyond me. I don't find any of them offensive, that's for sure; the state of Montana has the right to refuse:
