It’s generally accepted Gotham practice, that because the series would take a decade or so to elevate David Mazouz’s Bruce Wayne to Batman, some of the character’s greatest foes have arisen inexplicably early. So it was with the Joker-esque Jerome, and now Season 3 may be introducing a Harley Quinn character before the year is out.

Mind you, this isn’t the first time we’ve heard executive producer John Stephens discussing the potential for a Harley Quinn precursor, it seems we’ll meet the character outright in Season 3's finale. Stephens told TVGuide as much, saying “We might see [her] in Episode 22,” adding that the figure serves as a “launching point” for Season 4.

Given that Monday’s very “Ghosts” premiere picked up the “Joker cult” thread that producers have nodded toward since Jerome’s death in Season 2, it remains to be seen exactly how much of the series will pivot to introducing Batman’s arch-nemesis. Here’s what Stephens said back in August:

This year, you have these underground movements that have started to talk about Jerome and what he represented, setting the stage for, perhaps if there’s a season 4, hopefully we’ll bring that back in a much bigger way. You’ll see these different versions of the Joker myth that developed with Jerome and other characters, that when you put those pieces together, you’ll go, ‘Oh, eventually that’s what the Joker will become.’

It seems unlikely of Gotham to introduce a literal Harley Quinn, but what might Stevens have in mind for Season 3's finale?
